​​​​​General Service Lamps State rules above Federal Requirements​​​​​

California​​

“General Service Lamp"

A lamp that  

  • Has an ANSI base;

  • is able to operate at a voltage of 12 volts or 24 volts, at or between 100 to 130 volts, at or between 220 to 240 volts, or of 277 volts for integrated lamps, or is able to operate at any voltage for nonintegrated lamps;

  • has an initial lumen output of greater than or equal to 310 lumens (or 232 lumens for modified spectrum general service incandescent lamps) and less than or equal to 3,300 lumens;

  • is not a light fixture;

  • is not an LED downlight retrofit kit;

  • is used in general lighting applications. ​


General service lamps include, but are not limited to, general service incandescent lamps, compact fluorescent lamps, general service light emitting diode lamps, and general service organic light-emitting diode lamps. ​


State Regulated LED Lamps

  • Have an ANSI E12, E17, E26 or GU-24 base

  • Are not capable of brightness greater than 2600 lumens or less than 200 lumens (150 lumens for candelabra bases)

  • Are capable of producing white light with a CCT between 2200K and 7000K; and

  • Have a Duv ±0.012 (chromaticity as defined in ANSI C78.377)

  • Also includes LED retrofit kits (products designed to retrofit existing recessed can housings) with one of the preceding base types

  • As of 7/1/19, minimum LPW is 80, minimum compliance score (efficacy = 2.3xCRI) is 297 and maximum standby power is .2 Watts.

  • Minimum average CRI (Ra) is 82

  • Minimum individual color score for R1 through R8 is 72

  • Minimum rated life is 10,000 hours based on the lumen maintenance and time to failure test procedures

  • Minimum power factor is 0.7

  • Maximum standby power for connected lamps is 0.2 watt on and after July 1, 2019​


State Regulated SDDLs

  • SDDL (Small Diamer Directional Lamps)

  • Covers all light source technologies.  Standards apply to incandescent, halogen, compact fluorescent, and LED versions of these lamps

  • Directional lamps that:

    • ​Are capable of operating at 12V, 24V, or 120V

    • Have an ANSI compliant pin base or E26 base

    • Are non-tubular with diameter less than or equal to 2.25 inches

    • Have a lumen output less than 850 lumens, or wattage of 75 W or less; AND

    • Have a rated life greater than 300 hours

  • Efficacy is either:

    • 80 lumens per watt or,

    • 70 lumens per watt or greater and a minimum compliance score of 165 or greater

  • Minimum rated life of 25,000 hours.

Note: SDDLs that meet the “state-regulated LED lamp" definition are regulated LED lamps.


Maine

  • General service lamps means medium-base incandescent light bulbs that are:

    • reflector lamps that are ER30, BR30, BR40 or ER40 lamps rated at 50 watts or less;

    • reflector lamps that are BR30, BR40 or ER40 lamps rated at 65 watts;

    • reflector lamps that are R20 lamps rated at 45 watts or less; B, BA, CA, F and

    • G shape lamps as defined in American National Standards Institute standard


Massachusetts​

Incandescent reflector lamps that are:

  • <=50W ER30, BR30, BR40 or ER40

  • 65W BR30, BR40 or ER40

  • <=45W R20


Incandescent lamps that are:

  • ​T shape lamps rated at ≤ 40 Watts or ≥ 10 inches in length;

  • B, BA, CA, F, G-16½, G-25, G-30 and S shape lamps;

  • M-14 lamps rated at ≤ 40 Watts.


Incandescent/halogen lamps in the categories above do not meet 45 lpw and cannot be sold.​


New Jersey​​

“General service lamp" means a light bulb, including a general service incandescent lamp, compact fluorescent lamp, general service light-emitting diode lamp, organic light-emitting diode lamp, and any other lamps or bulbs that are used to satisfy lighting applications traditionally served by general service incandescent lamps.

“State-regulated general service lamp" means any of the following medium-based incandescent light bulbs:

  • Shatter-resistant lamps.

  • 3-way lamps.

  • Reflector lamps that are:

    • ER30, BR30, BR40, or ER40 lamps rated at 50 Watts or less;

    • BR30, BR40, or ER40 lamps rated at 65 watts; or

    • R20 lamps rated at 45 watts or less.

  • B, BA, CA, F and G shape lamps as defined in ANSI C79.1:2002 with a lumen output of greater than or equal to 200 and rated at 40 watts or less.

  • A and C shape lamps as defined in ANSI C79.1:2002 with lumen output greater than or equal to 200 and less than 310.


Washington (State)

Washington now follows the federal GSL rules.  The state had previously banned the lower efficiency lamps before the federal ban went into effect. 

 

Washington​ DC

Medium screw base incandescent reflector lamps:

  • ​<=50W ER30, BR30, BR40 or ER40

  • 65W BR30, BR40 or ER40

  • <=45W R20

Medium screw base incandescent lamps:

  • B, BA, CA, F, and G shape lamps >=200 lumens, <=40W

  • A and C shaped lamps 200-310 lumens

  • Shatter resistant lamps

  • 3-way lamps​​​
