​Screw Based Compact Fluorescent Lamp Bans

(This section only includes those states that have or have passed bans.  Does not include states where legislation has been proposed but not passed).

California​

  • “​Compact fluorescent lamp" means a compact low-pressure, mercury-containing, electric-discharge light source in which a fluorescent coating transforms some of the ultraviolet energy generated by the mercury discharge into visible light, and includes all of the following characteristics:

    • One base (end cap) of any type, including, but not limited to, screw, bayonet, two pins, and four pins.

    • Integrally ballasted or non-integrally ballasted.

    • Light emission between a correlated color temperature of 1700K and 24000K and a Duv of +0.024 and -0.024 in the International Commission on Illumination (CIE) Uniform Color Space (CAM02-UCS).

    • All tube diameters and all tube lengths.

    • All lamp sizes and shapes for directional and nondirectional installations, including, but not limited to, PL, spiral, twin tube, triple twin, 2D, U-bend, and circular.​


​Colorado​​

All base types were removed from the definitions in the final iteration of the bill.

 "compact fluorescent lamp" means a fluorescent lamp that includes:

  • a tube that is curved or folded to fit the size of a Traditional household light bulb; and

  • a compact electronic ballast in the base of the lamp.


Hawaii

“Compact fluorescent lamp" means a compact low—pressure, mercury-containing, electric-discharge light source in which a fluorescent coating transforms some of the ultraviolet energy generated by the mercury discharge into visible light, and includes the following characteristics:

  • O​ne base (end cap) of any type, including but not limited to screw, bayonet, two and four pin;

  • Integrally ballasted or non-integrally ballasted;

  • Light emission between a correlated color temperature of one thousand seven hundred Kelvin and twenty-four thousand Kelvin and a Duv of +0.024 and -0.024 in the  International Commission on Illumination Uniform Color Space;

  • All tube diameters and all tube lengths; and

  • All lamp sizes and shapes for directional and nondirectional installations, including but not limited to plug—in, spiral, twin tube, triple twin, 2D, U-bend, and circular.


Maine​

"Compact fluorescent mercury-added lamp" means a compact, low-pressure, mercury-containing, electric-discharge light source, whether integrally ballasted or non integrally ballasted and regardless of the tube diameter or length and the shape or size of the lamp, in which a fluorescent coating transforms a portion of the ultraviolet energy generated by the mercury discharge into visible light and that:

  • Has a single base or end cap of any type, including, but not limited to, a screw base type, a bayonet base type or a 2-pin or 4-pin base type; and

  • Provides a light emission between a correlated color temperature of 1,700K and 24,000K and a Duv of +0.024 and -0.024 in the International Commission on Illumination (CIE) Uniform Color Space (CAM02-UCS).


Oregon

“Compact fluorescent lamp" has the meanings given those terms in the California Health and Safety Code, Division 104, Part 3, chapter 16, section 109020, as in effect

on the effective date of this 2023 Act.

Rhode Island

“Compact fluorescent lamp" means a compact low-pressure, mercury-containing, electric-discharge light source in which a fluorescent coating transforms some of the ultraviolet energy generated by the mercury discharge into visible light, and includes all of the following characteristics: 

  • One base (endcap) of any type, including, but not limited to, screw, bayonet, two (2) pins, and four (4) pins; 

  • Integrally ballasted or non integrally ballasted; 

  • Light emission between a correlated color temperature of 1700K and 24000K and a Duv of +0.024 and -0.024 in the International Commission on Illumination (CIE) Uniform Color Space (CAM02-UCS); 

  • All tube diameters and all tube lengths; and 

  • All lamp sizes and shapes for directional and nondirectional installations including, but not limited to, PL, spiral, twin tube, triple twin, 2D, U-bend, and circular.


Vermont

Regulations only defined the 4 ft Linear fluorescents, but a subsequent ruling indicated “that screw-based mercury containing compact fluorescent lamps (CFLs) shall not be sold, offered for sale, or delivered to a retailer for subsequent sale in the state of Vermont."

The lack of definitions resulted in the confusion of the GU-24 bases, which were included in a different Final Determination Notice.


Washington State

Status update: This legislation has been approved by both the State House and Senate and is awaiting signature by the governor.  Effective date of the lamp ban is 1/1/2029.  If passed, it also includes increased funding for lamp recycling programs and their respective funding through 2035.

  • Light emission between a correlated color temperature of 2 1700K and 24000K and a Duv of +0.024 and -0.024 in the international 3 commission on illumination (CIE) uniform color space (CAM02-UCS);

  • All tube diameters and all tube lengths;

  • All lamp sizes and shapes for directional and nondirectional installations including, but not limited to, PL, spiral, twin tube, triple twin, 2D, U-bend, and circular.​​​​​​​​​​
